It means"100%" that is the reason of delaying your PPR because they need more time to decide whether to accept or refuse your request "the declartion".

I am afraid that they did not notice your declartion, and by mistake confirmed the receipt of your medicals and found out later in the final review of the application that her medical results are not included.

Anyway, my opinion is: wait for more two weeks, and if nothing has happened from there side, contact them again because it will mean that there is a problem related to your wife delaying your application process.

Ask anyone of those whose PPR came after more than 3 months (provided that everything else was fine with his documents and they were complete, nothing was missing or pending such as; PCC, FBI, additional medical tests, late medical test for the wife because of pregnancy, new child...etc), they will answer you that the visa office was responding saying "we requested information from other agencies/governments and are unable to give an estimate for finalizing the processing of this application".

Just pary to god "as i do everyday", that your file is not picked for this kind of deep background check"

Quick question to ask. Me and my wife file for the canadian immiration and FSW and as of right now our status is received by the visa office.

We just noticed that all the documents related to my wife has her original last name except the marriage certificate which has my last name. The marriage certificate is signed by the judge and suggest that after that date her name has officialy been changed. So, officialy her name had been changed. We did not notice that and we sent all the documents with her original last name and the marriage certificate with my last name. It is my believe that as of right now, the visa office and CIO had not noticed it. My question is what should we do now?

Option # 1
It will be very difficult for us to change everything (like her transcript, passport, police certificate) at this stage to her new last name which will be very time consuming and personally,I do not want to go through this route.

Option #2
Change her last name (new one which is my last name) back to her old last name. Problem is does the visa office accept police certificates and other stuff that we had sent as that was not her name at the time when we send all the documents.

Option # 3

Do nothing. As the marriage certificate shows her original last name as well as new last name. The certificate says that the new name of Ms. Ab Cd after marriage will be Mrs. Ab Ef.

Any suggestions will be highly appreciated...

"Option 3" is what you should do exactly, there is no any problem in your situation. Even here in canada, it is very common that women change their last name to be named after their husbands names.

Do not worry they will figure out her original last name in the marraige certificate and the new name after you.

I don't believe it is safe to assume that they have started the b/g checks before medicals and they will end once your medicals are approved. I have seen cases who get their PR after a few weeks, but theirs is less complicated (like lived in one country, have been in the same company/job for years, no medical complications etc.). I have worked and traveled to quite a few countries, so let us see what happens after I submit my medicals. Good luck to all.

What is of deep concern to me is the passport getting "stuck" with CIC after everything else is approved (hopefully). I keep traveling for work, hence anything more than a couple of weeks will be pretty hard to explain. Keeping my fingers crossed on that one.

I do not say that the B/C checks are made before or after medicals because no one knows the answer of this question except the immigration officers.

I am talking about the level of the security check made by governmnet canada which determines the time needed whether it is 24 days like 51 % from the applications transfered from CIC to CSIS or more than 12 months which is the case of only 1% of the applications.

It means that 51% from the applications take only 24 days for the security checks and 1 % takes more than 12 months (deep checks):

"CSIS' role is to advise the Minister of Citizenship and Immigration on who
may be a security risk; the final determination of whether someone stays or
goes rests with the Minister.5 The whole security screening process is
supposed to be completed with speed and efficiency. According to CSIS, 51
percent of the 53,029 requests from Citizenship and Immigration
Canada for CSIS security checks were processed in 24 days, with “less than
one percent” taking longer than 12 months to process.6 There are
approximately 400 files currently under review by CSIS.7"

What happens after that? Background or security or both?
I am assuming that security checks pertain to criminality, terrorism etc.
Are security checks different from background checks then?
And is background a re-verification of all your career information rather than your criminal potential?

At least, in my case, they started the security checks before more than one month from the processing of my application.

They asked me to submit the RCMP fingerprint police certificate before they start the processing of my application by one month, which means that someone has opened my application and screened it carefully to decide that i need a police clearance from canada, otherwise, they would not even bother to know who i am before they open my file officially and start processing it, and inform me about that fact.

If you notice that they never ask applicants from the united states to submit the FBI clearance before they start the processing of their applications, usually it comes with the medical request for them.

Not all cases get started with the security checks after medicals, it depends on the immigration officer in charge of your application, otherwise, they could have waited and asked me to submit the RCMP clearance with the medical request after they started officially processing my application as the case with many US applicants who are asked for the FBI clearance with their medical requests.

I am not sure if the email that I received from my VO confirming the reception of my medical results is sent by mistake because I sent in all receipts I got from the DMP with a letter telling them the situation I am facing with my wife the same day of our medicals. Two days later I filed the declaration because I realized that my wife is not going to change her mind. I did everything to minimize waiting time.
