So guys as of June 20, 2014 only 18 applications have been received by CIC under FSW-Phd Category.

I remember that email, and initially, when I spoke with the immigration advisor at the UW, she said that the PER email would not be enough as an eligibility criteria for domestic tuition rates. I convinced her that the PER email denotes eligibility TO APPLY for PR, and those eligible to apply for PR should qualify as domestic students. That university-wide email was the result of me arguing with her, showing her that it is the province who decides who are domestic students and who are local students, and the York University had the specific wording to support my case. In the end, she agreed to check, and the Ministry confirmed my position; hence that university-wide email you quoted.

My point is this: while the universities may not at first agree with you, if you are right, you will get what you want, but you will need to keep pushing. I fought my battle almost two years ago, and it helped reduce tuition rates for all those UW students (and arguably, even Guelph students) with PER email from the PhD stream.

I suspect these would be true for other provinces as well. Look up the regulations that govern your province, and try to convince the schools that you are eligible for domestic rates. They may not agree with you initially, but keep pushing if you are positive that that's what the rules say.

I received 2 emails less an hour ago... there is 3 minutes between them.

1. Document Request ... FBI Clearance
2. RPRF Request

For the FBI Clearance, it states :

"FBI Clearance: If your residence period in the USA has been six months or longer since the age of 18, provide an original FBI clearance certificate.

This must be received at this office by: 2014/09/04"

I have been in USA for 6 hours only, transit to Canada. So, I don't need FBI Clearance. Should I write an explanation email? or just ignore the document request email?

I have not received Medical Request as of yet.

I have been in USA for 6 hours only, transit to Canada. So, I don't need FBI Clearance. Should I write an explanation email? or just ignore the document request email?

I have not received Medical Request as of yet.

They may ask for it anyway. Respond to their RPRF request, and write an email of explanation why you think you won't need the FBI record. It will take a while for them to respond. While waiting, apply for FBI record anyway (it will take six weeks to get it), it won't hurt. Don't delay!

today I received an email from CIC. the officer requested for RCMP Criminal Record Check based on the fingerprints. I have already send them the police certificate (fingerprint) from my country (Iran). Since Iran does not have embassy in Canada it takes a long time to have another police certificate. Do you guys know if RCMP is the same as Police certificate or not. or I only need to get the Canadian one?
also, why they ask for it?

Hi Sa-Ha,

No. its not the same one. This is the criminality check in Canada based on your fingerprints. Now-a-days they ask almost everyone to do this. Usually you go to Commissionaires http://www.commissionaires-cgl.ca/ which is a private company that takes fingerprint from you and send it to the police station. The Police then send you the criminality check report to your home address (they don't send to CIC). Then you email CIC a scanned copy as well as mail them the originals. Hope this helps.

Sa-ha,

RCMP is a must for PhD stream applicants because you have lived in Canada for more than 6 months.
If you are currently in Canada, it's very simple, just go to any Commissionaries and request for a police certificate. They will take your fingerprint and send it to RCMP to check for criminal record. After that the RCMP will send the result to you. It takes about a week only.

I think if you was in the U.S for only 6 hours at the airport, there is no sense for you to submit a FBI certificate.
I am sure that's their misunderstanding your travels. CIC only requires police certificates from countries in which the applicant lived for more than 6 months. So, write email to them and explain your not staying in the U.S for more than 6 months.
Normally your medical request will arrive by the next day, maybe tomorrow.

I sent them email explaining the situation, specially that FBI Clearance has been the only requested document. Fingers crossed that MR would be received soon.

had the medicals done on June 26. Yesterday, I had to visit the doctor , he said to repeat the urine test and MUST MUST drink lots of water at least 6 cups. Please everyone drink as much water as you can for the urine test. It is a must. Now I will have to wait till few more days till he receives the new results and them send them to CIC.
