No, you can not. They ask for funds that are "completely available, transferrable and unencumbered by debt or other obligations". So, you should have that amount in your account or prove that you have properties like car or... which are cash-able.

It depends on the your funding source. Some of funding has restriction that the recipe should leave Canada after completion, i. e. funding from your home country, funding from CIDA and similar others.

Do you have a job offer for PDF outside Quebec? that would work.
 
No, I dont, I have one in the US though, I dont know if that would help my case. The truth is, I do not have the intention to stay here, my husband has not been able to work in the 4 years that we were here, he cant wait to leave, but how do I prove it, cos the officer "expressed serious concerns about my intention to leave" in his own words...

It may help! I think the best solution is to move to Ottawa. You'll not need to attend every day, as you're going to defend your thesis very soon; I know it is hard especially if your kids at schools but it worths!

Okay, I will have to do that asap, cos i have 30 days to reply. My kids are almost done with this year in school, they finish in mid June, and we made an arrangement to stay with someone in Toronto already... Hmmnn...
So you think I should throw in the proof of my anticipated postdoc in US?

If you live outside of Quebec then no need for it, you may want to ask some Quebec applicants. You'll need to submit a lease contract that shows your name, also you may send them a document that shows your kids are currently registered in a new school in Toronto, in addition to a document from your supervisor or department that says you're going to defend your thesis soon.

Entertaining the possibility of a job in another country may contradict your intention to live permanently in Canada, i.e. Canadian permanent residency, … at least something to think about

I thought that too, although the PDF position is not permanent at all; she is coming back within one or two years.

The only other proof I have is the process of my getting licence to practice my profession in another province, but that too is in process...The PDF is in Boston, I can even shuttle...

As shown in the tracker, my application arrived at Mar 8 2013. but according to my last GCMS on Apr 22, the assignment due date is blank...
