Thanks David. I did update my letter in June but up to the last GCMS notes that I requested, which was issued in September, they had not considered it. I ordered another set of notes a few days ago.

It depends on whether you applied before/after May 2013. Did you check this?

Was this a normal procedure before? I don't remember that they email people for RPRF and additional payment (except for medicals). Same for security, criminality, RCMP...

Is this now part of the normal process to inform applicants of such things?

Sure! If you applied before May 4th, 2013 then you are entitled for both. However if you applied after that you are entitled for 5 points if you have child who is 18 years of age or more or if the spouse has a level of proficiency in either official language at CLB 4 level or higher.

I applied before May 4th, and was not awarded any point for the baby.

As far as I know, this is the normal procedure. At least based on all the cases I have seen in this thread.

Yes, this is normal. They always ask for PRRF this way.

I may be late in the game, but would you mind telling us how you managed to get them to reopen your 1st file, and what was the issue with it?
They are usually extremely strict and don't want to hear anything following rejections, so did you appeal, get a lawyer, etc..?

They had not considered my updated reference letter. I let them know about the letter. Apparently, they had forgot to add the updated reference letter to my file. They asked for a proof to make sure their office was in the possession of the updated reference letter before their final date of assessment. I provided them with the proof. Then, there was a period of silence until I noticed a change in my E-cas (change from decision made to in process). It was not until May 31st, when I got an e-mail from them asking for new things. I believe I was lucky. The person who got my e-mail after rejection was a responsible guy indeed.

My impression was that they do RCMP automatically. So we do not need to provide it.

Indeed. For my case, they did not considered my updated letters. I checked my CAIPS afterwards and there was no record for my updated letters. They never asked me to provide proof for my updated letters. In the GCMS notes for my refusal, they clearly pointed to my old letters with its date, and used it as the grounds for my refusal. Not even a single word to point to my updated letters... Even though they later said that they considered my updated letters but I can not believe it.

Problem is that when you get refused, then there is no formal process to follow up your case and prove your claim. If you don't get a responsible officer to follow your case, you cannot re-open your file.

I share my friend's experience with you:
He got refused for not having sufficient points. He then realized that they did not count his master's degree and did not award him its point. So he asked MP to follow up his case. First CPP-O replied that he did not submit his PhD program information with official letters from university! Then they said he did not accredited his degrees even though he submitted his app before May. Finally they admitted their mistake and agreed to re-open his case.

Yes, but sometimes they cannot clear a case, and ask the person to provide personally his bio information to the Canadian Royal police..

Hi, Would you please give us more information on your application? I am also from Quebec and it has been more than 2.5 years from the begining of my studies but I just did not apply being afraid of getting rejected !! That is very interesting news.
