It seems he will get his application back. May be lacking some of the requirements. I may be in the same situation, since I haven't got anything from them yet, no ecas or anything. I don't know if that is already a NER Already.
 
Maybe we should ask if anyone else is in the same situation, applying thru phd stream with a secondary applicant. However, I know that some ppl applying thru FSW (not phd stream) got their documents returned and fully refunded by the visa office after passing CIO eligibility review.
 
What was the reason for the rejection by the VO?

I applied with my partner, but still no news. Why would that matter, though?
 
It might be related, might not be. I cannot be affirmative. However, yours is different, isn't it? You can check your status and it says "in process" according to the tracking sheet?

@smallkick, do you mind tell us how gathered more than 67 points.
Please, give as much details as possibile when it comes to work experince. Also, did you count your RA/GRA towards the 1-year work experince requirement?

No problem. I would get more than 67 points I think
I have one year plus one month full time work experience, not RA/GRA type.
It's a little bit wired. If my application pacakge is incomplete, they shouldn't charge me at first accordingly to the other guys experience.
If I'm not eligible for the PHD stream, it should be too quick for the negative review response.

Anyway I shall get result soon and I shall update it here again.

Are you sure they just didn't charge you twice?
 
It's not me but my friend. What I am saying here is that it is possible that the application can be returned and refunded after CIO eligibility review as the visa officer may not be satisfied. The best way to learn what happened to this returned application is to wait for the explanation letter accompanying the returned package.

you got you app rejected as well, have you reapplied?
 
No, mine is not. It is just my friend. He applied thru FSW (not phd stream), but his letter of employment was not satisfying for the visa officer. Although it is said in CIC website that once the application is forwarded to visa office the $550 application fee will not be refunded, my friend got refunded.
