I guess he meant, CIC transfers the application to VO and VO then transfers it to CPP-O (Buffalo itself is a VO, it can't transfer file to itself!).

Just to clarify, the VO, (Visa office) which is Buffalo in my case, is responsible for transferring the file to CPP-O. Also, CIO (Centralized Intake Office) issues the PER or NER.

I did send an inquiry 2 days ago to CIO not to Buffalo.

I filed up wrong schedule-3 application form. I picked up 07, 2011 version but there was another update on 10 2011. For new applicant, it is important to fill up the updated form, sometimes, it happens that you downloaded the form month ago but in the mean time, the form may be updated, so need to double check for any update before sending the application.
