I don't understand why we are making it complicated!!!!!! Cap was filled on September and any application reached after that will be returned. The cap was supposed to be reset on 5 November and I am 100% sure it did. So, any application reached after 5 November will be processed. I don't think there is anything else in between!!!!

Do u think it would be reasonable to get applications reached CIO before NOV 1 returned, while those reached after NOV 1 get processed !!?
BTW, 99% the application returned yesterday for aler123 was opened after NOV 1.

I don't think they would return applications reached before NOV 1 and process those reached after that, it does not make sense by any means

Seems I am the latest PER guy in the statistic form. A few weeks ago (before PER), I sent email to CIO asking whether they received my package and supplemental letter. And today I got the reply, stating that:

"Your file was transferred to Case Processing Pilot Ottawa (CPPO). As your file is no longer in our office, please direct your enquiries and additional information to that office. Their email address is: OttPilot-immigration @ cic.gc.ca"

Is CPPO the same place for you guys' application?

Yes, I agree with you. I sent my application package for the third time, it reached them on Nov 19, 2012. They would probobly consider it under the new cap.

When ur application reaches CIO on OCT 31 and another application reaches CIO on NOV 1, with a few hours difference in time by which each application is received, ur application is returned back and the other is processed, do u think this makes sense !

BTW, there is no need for statements like "Pls refrain from introducing confusion among applicants" and there is no need for enlarged colored fonts. Plz keep it friendly

I also agree with snow_walker. As per the CIC website (http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp), it states for PhD Stream "(A maximum of 1,000 applications from this category will be considered for processing each year. This will not be included in the total for any other cap. Applications will be considered in the order they are received. The first cap year for the PhD stream began on November 5, 2011.)".

This means that the cap is reset on one year after 5 November 2011. So, on 5th November 2012, the cap is reset. Any application received on or after 5th November should be considered under new cap cycle.

Please also note that this CIC webpage was last updated on 2012-11-07 (can be seen at the bottom of the page).

I wish this is so, but the instruction in the Op Manual says applications are processed in the order in which they are received. That means my application was likely received on 26th of Oct. Sucks! if they return it though.
