No! I think the cap is not reached. I asked them about it, but they didn't provide further information. However, they said my application was put into queue in the early January. Why it is not charged? it is obvious they are quite slow. If the cap was reached then, they would send back applications.

Well, that is a good question. One might think that CIC loved us so much that could not let our application go. But a more realistic explanation is the expiry date of our permits. Our permits were expiring end of Jan 2015 and probably they could not let us go without ripping another $300 to renew our permits :D :D

CPC-O will definitely reevaluate the applications. But that is out of your control. Take it easy.

For the proof of fund, any amount above the threshold should be ok. Small fluctuations are quite normal.

Sydney usually checks if your documents are complete or not. They do not go thorough the details. Only completeness of the documents is enough and they give you some primary points for those documents that you send them. However, I saw some cases recently who were rejected because of their supervisor's letter. It seems that they are going through more details recently.
Ottawa will go thorough your documents in detail. They check everything. The go thorough your work experience and letter from supervisor in details. I remember my GCMS notes was showing that my supervisor's letter was sent for eligibility analyst. They go thorough all the details, which Sydney did not pay attention at all.
For funds, my experience says if you submit it along with your application, they usually do not ask for it again. However, I saw some cases who were asked for proof of fund even after medical. So it is safe to have the sufficient amount in your account during the whole processing time.

To cut a long story short, it seems that, nowadays, if you are found eligible in Sydney, you are very close to PR. Most of people who got PER in Sydney, were found eligible in CPC-O as well and got MR.
However, it was not the same a year ago. My first application were passed to CPC-O in 2012 and got rejected there after a year.

PER got delayed due to Christmas in Canada, and MR got delayed by Chinese Spring Festival in Beijing VO.......these officers are on vacation from Feb 14th to Feb 24th...... :'( :'( :'( :'(
