If file is sent to Mississauga or anywhere in Canada it is a very lucky sign as ONLY few easy to deal trusted files with no Qs are sent as per Work sharing program. Eventually later on all files R sent to VO of applicant's country.

No you can’t till you have a valid visa and COPR or a TRV.
But it is an indication that interview is waived few tings can delay more for PPR like BGC, most cases it is done before this stage.

Even though you are not affected by the VFS closed in India. It would make a great deal for poor souls like us if you could just make atleast one tweet with the #OpenVFSCanadaIndia.
