After voluntary renunciation of PR card, can you apply for 10 year visa?

My friend cannot stay 74/75 days in Canada to renew his PR card. Can he voluntarily renounce his PR status and apply for a 10-year visa? If he wants to come back to Canada permanently years later, can he re-apply PR card after renunciation?

Yes - he can apply for a 10 year visa after renouncing his PR status.

No - he cann't re-apply for a PR card after renouncing his PR status. If he wants to become a PR again he will have to apply for permanent residency again from scratch.
