I have been looking into the official government plans and the portal data. The numbers and dates below are based on IRCC’s public reports and our own portal observations, but the reasons for the current silence are my own opinion based on what feels right to me.

1. FACT: The 115,000 Target & The Math
The Government’s 2026-2028 Immigration Levels Plan officially sets a target of 115,000 Protected Persons over the next two years.

115,000 ÷ 24 months = roughly 4,800 applications per month.
* Interestingly, April 2023 applicants are seeing around 4,900 people listed in front of them in the portal. This matches the monthly target almost perfectly! It shows that the "queue" is real and we are finally moving into the processing zone.

2. FACT: The April 1st Fiscal Year Start
The Canadian government’s fiscal year officially begins on April 1st, 2026. This is the confirmed date when new funding is released and "Public Policies" (the rules that allow for mass approvals and medical waivers) are usually activated. Minister statements also point to April as the month for major updates on these pathways.

3. MY OPINION: Why 2023 is silent while 2024 moves
In my opinion, IRCC is "batching" our 2023 applications together so they can clear us all at once under the new rules starting in April.

Hang on and stay strong we’ve waited this long, and all the signs show our turn is finally coming.

Same questions I have. 4 years, 4 months away from my child. I applied twice for visa, denied. Maybe after PR they approve the visa. Let's pray
