I dont think they can implement any conditions for protected person applications about this matter. Maybe they can say this one-time initiative valid for applications before any exact date for easier processing.
I asked because lot of my friends lost the TR to PR back in 2021 due to the lack of documents
Tr to pr pathway is not related with protected person based pr application.
if you talk about tr to pr pathway, documents should be fairly important yes.

Eligibility is passed, Criminality is also passed, Info sharing is complete but security has not started yet as per GCMS noted requested in Aug 2025.
