After approval from nova scotia , Ilets are required before submitting to CIC.??

In the FINAL- RLMD pdf sheet it has clearly meantioned in the page three , you need //You have achieved a minimum language standard on the Canadian Language Benchmark (CLB) scale or Niveaux de compétence linguistique canadiens (NCLC) of at least CLB/NCLC Level 5 (see below in Further Information on Language Standards and Testing);//
Other wise your collage need to give a letter with letter head mentioned that english is a first language in your collage. But as per my option better to give an IELTS for safe side.

I am preparing my application for NOVA SCOTIA NOMINEE PROGRAM(WITHOUT JOB OFFER) , my doubt is i am working has a Instrument technician job title , but my duties are related to electronic engineering technician ( 2241 ) . My qualification is Diploma in electronic and communication engineering.
Can i apply in this NOC with my current job title Instrument technician?
If you check this below link there they mentioned Also classified as that means this 2241 and 2243 are under same group?

i just called to NS immigration program, they will be taking just 150 aplications, confirmed 100% . Regarding the english speaker proof , ielts is prefered but not mandatory , any other proof works , for example in my particular case, the girl told me that as i ddont have any international test proof i can apply just sending a letter from my job telling that in my job enviroment i have to speak in english
 
You are correct. I got same response from her last week.

However they are not declaring anything on this site. They are not idiots as Sask immigration without checking forms rejecting application.

Total cap. :)

This is PNP program not federal.

In CEC category - Federal one. They only consider 200 files under different category. Now you can imagine this is provincial program.

Which number you called? When I tried the number listed on their website ending with 5230, it goes on voice mail. Can you share what is their phone number or at least give link to webpage which lists some other number where they can be reached?
