I don't know about Dubai. Abu Dhabi was confirmed by someone on call with Etihad. But having said that, India and Pakistan are still banned from transit as well, for now. You can check Etihad's and Abu Dhabi airport's website.

Abu Dhabi is providing testing facilities in the transit areas, which means one doesn't need to clear immigration for it.

If the VACs are closed, which they might be since even courier services are closed now due to lockdowns, you will have to wait to be suggested...

Counterfoil generated today with "approved" in GC key. But nothing in Bluedart tracking so far, so that means passport hasn't been picked up.
