    PPR/RFV is manually triggered. Also, we speculate some of an "online queue" that exists through which most people are approved. So, someone not being able to do issue a PPR/RFV due to being busy OR your position in the speculative "online queue" can be a reason among many others.

    Hard to comment on this, but: 1. sometimes they only do basic R10 check. 2. sometimes they actually start/finish eligibility before BIL (very rare cases from what I saw)
