    That is not correct. If a PR meets a Canadian citizen abroad the time together will not count towards RO. There are cases that have been refused when attempting to do this.

    Filing for PR is not that difficult and will save you money. You can even pay for a lawyer or consultant review the application before you submit it. They would be less costly. If you’re able to it would be best to apply yourself and then also have access to your file.
