I refute your theory based on the following:
My mother has been here for a year
The application was received on April 26th

Yet, the ECAS has been stuck in application received, therefore, my only logical conclusion is that: it’s all random
I hope you can get "in process" soon. have you tried to call them?

You’re right. But the problem is people who volunteered to submit their SIN do not need to fill in 5482 form, let alone reading this lengthy guide.

Anyways, I just got a newborn so I have to update the number of my family to CIC. I’ll take this chance include my wife as a co-signer so even if my regular EI does not count as income we’ll still be okay.

Hi,

My mom had some scars in the chest x-rays when she did her medical for super visa in 2017. So she had to do sputum culture and it was all negative, and she was placed on medical surveillence(needs to be done when she enters Canada). Last year when she was here on her visit, I got her to the TB clinic with that medical surveillance provided by immigration and they again did chest x-rays and sputum culture and it was all negative, the scars remained the same.

Now, i am thinking when she goes for medicals again, will they again repeat sputum culture or if she brings her reports from the Canadian TB clinic, with that they will not do any further tests.
I am guessing they will ask for the same thing again.

Don't you think, people need to read income eligibility requirements carefully because your app can be accepted or rejected based on income. hey, nothing against you or people who don't read guides, just my opinion.

When they request additional tests, do they send the request to applicant (will it be updated in my cic?), or they send it to the panel physicial.

As the panel physcian in their country of residence (Spain) does not have much knowledge about the immigration procedures.
Last time it was an upfront medical, and they requested sputum culture which the PP never opened and wasn’t aware of it.
After a month or so, we got the email from the Paris embassy saying that we did not fulfill the tests, but they were nice enough to ask for clarification and did not just rejected the application due to missing tests.

I hope this time, not being an upfront medical, they request directly from us for any further tests.

so far many people from China got SA and medical, bio requests etc, is this coincident?
Does it ever occur to you that only 1% of the invitees put their names on the tracker? Also, only the ones care about the process so much would do so, ie perhaps people from Asian culture? I don't want to stereotype or categorize, just something to think about rather than drawing a conclusion based on race/gender from a 1% pool.

The panel physician SHOULD have knowledge about the immigration procedures. That's why only those on the panel are allowed to do the medicals. You can't just go to any physician in any country for a medical for immigration purposes.

It is probably an oversight from that physician. As you already have tests done, they could just repeat a CXR and see if there are any changes or new nodules on the CXR. CXR simple and fast. If it is normal they might decide to just go off the last sputum cultures and declare your mum has no active TB infection.

That would be your best case scenario. Worst case it's just an Acid Fast Bacilli sputum culture which takes a couple of weeks. Like you said a bit of a delay that's all.

what would be this amount for next 12 months "Minimum Necessary Income for Parents and Grandparents Sponsorship (LICO +30%)"?
After looking at LICO here;
table http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1445&top=14

My guess for 2019 will be an increase of $700-1000 in each family member row.
For example in 2018 for 4 members LICO + 30% was 60,200 so in 2019 might be 61000 even or couple hundred above or below it. (Just my guess based on LICO table.
