Hi, the implementation of this initiative cannot be expected without the approval of the 2025 budget implementation law! The Senate is expected to vote on it next week, then royal assent must be obtained, entry into force is expected in April, after which the start of the initiative can be expected. good luck to everyone, we are all waiting for it..

I think that you are referring to Bill C-12 which is almost there.. just cleared by the Senate Committee and now pending the final stage: royal assent.

Bill C-12 will provide sweeping executive powers over Canada's immigration system to the Governor in Council acting upon the advice of the prime minister and cabinet.

Official statements indicate so far that this bill has nothing to do with protected persons. However, simply.. who knows!!

In the United Kingdom (UK), initial protection lasts about 30 months (two and a half years). After this period, the Home Office reviews conditions in the person’s home country. Protection can be renewed only if it is still unsafe to return. In Canada, the government has been introducing measures to speed up processing and improve system integrity, but it is not replacing the asylum system with temporary status. Bill C‑12 (Strong Borders Act) proposes changes that could make some asylum claims ineligible, depending on when the claim is filed relative to arrival in Canada. If granted, protected person status can lead to permanent residency, while the reforms aim to enhance processing efficiency and system integrity.

The initiative was presented as part of the budget, where an allocation of $120 million was offered for this initiative. How can the initiative start when the law on budget implementation has not yet been passed?

I thought initially that since the budget was approved in Nov 2025 that no further steps were necessary. I was wrong.

Yes, the budget is still to come into effect as law and the initiative will - hopefully - start to be implemented in Q2 2026.

I'd better get used to the exhaustive bureaucratic processes here :confused:
Presentation at the House, debate and vote, then first reading, second, so on.. the House and Senate, .... until finally after months the budget will receive the royal assent.

Well.. Let's hope that, in the meantime, IRCC has been actively preparing for implementation of this initiative...

Temsilciler Meclisi'nde sunum, tartışma ve oylama, ardından birinci okuma, ikinci okuma, böyle devam eder... Temsilciler Meclisi ve Senato... ve sonunda aylar süren bir sürecin ardından bütçe kraliyet onayını alır.

Pekala... Umarım bu arada IRCC bu girişimin uygulanması için aktif olarak hazırlık yapıyordur...

In my case, people ahead last month was 8,700 and now it is 8,400, so only 300 processed PR in the month (Quebec). If that rate is to stay, I'd get PR around July 2028.

However, everything could change in the upcoming months with the one-time initiative, well, at least for people outside Quebec as QC is still debating or negotiating or who knows what whether to be part of the initiative or not.

Having said that, if you are outside QC, with 2k people ahead, at 100/month it means you'd still need (mathematically) to wait around 20 months, which sounds too far ahead. I'm not familiar with the average people ahead outside QC nor the monthly rate, so not sure if this is normal or not. When did you apply?

I am new Jan 2026 applicant. Last month was 99,500 and now they are 97,200 so they proceed 2,300 applications. So you can conclude that they are processing the applications of people who applied before you and after you, not in order.

I am july 2025 applicant they process 2100 application in last month as per my data
