You have to take the letter and the passport to VAC/VFS and they'll help you with the process. My parents went to drop off the passport at Lahore VFS in person. During the covid time, they were asking to post the passports only but now you can walk in and do it yourself.

For biometrics, you will need to book an appointment but to drop off the passport you can walk in.

An update, Finally, got the passport stamped. I'm sharing the timeline here. Application: 20th Feb Biometrics: 23rd Feb RFP: 17th Nov Passport submitted: 21st Nov (VAC Lahore Pakistan) Passport returned: 25th Nov Overall it took over 9 months for the complete process.
