I would suggest you contact your employer If he can make the payment online you send the new number via webform with LOE that it was refunded

Employer was refunded the $230 after the refusal. Employer did not make a new payment prior the second application ( probably did not know or forgot and I did not know it was required.I used the same EMPLOYEMENT number for the second application, and IRCC has been using that to process the application.You mentioned updating the employement number, please how can that be done? does it impy just paying the complaince fee and using the same emplpoyment number.Please how does it work.

Thank you. I have contacted the employer and said a new submission will be done and will provide me with a new application number.
1-Do you think , if I send the new EMPLOYMENT NUMBER via webform for the existing application which is under progress will go recignised? Or do I withdraw and reapply?
2-If I am to submit a webform, Can I as well send an email to the primary and secondary visa offices since I now know them?

I applied for work permit which was refused. My employer submitted and offer of employment to IRCC , paid the compliance fee of $230 CAD and was issued an EMPLOYMENT NUMBER which I used for my visa application. When the visa was refused the compliance fee ( $230 CAD) was refunded to the employer at a later date. Afterwards , I submitted a second application few days after the initial refusal using the same EMPLOYMENT number which I used for my previous work permit visa application. After we realised the need for a new EMPLOYMENT number , my employer submitted a new application, paid the required fees and provided me the new application number- A………

Afaik the processing of your application seems to be processed beyond the level where you can withdraw the application but you can give it a try by submitting a webform requesting to withdraw the application or with a new offer employement number. It's upto IRCC whether they accept it or not.
As the OP mentioned already, she used the old employement number to submit the application again. Therefore there is no point confirming the number as she already used the old one for which a refund was already issued to employer.

If I submit the new employment via webform and the application is refused does it mean the new number / fee paid was not used/recognised? ( As the only way to know is via GCMS which takes long to arrive and by then a decision would have been made by VO.
Can this employment number be now used again for a new application or I will need to get a new application? (Trying to avoid too many demands from employer).
I understand withdrawals take long to be effected nd you hardly know the status.
Just trying to weigh all options.
Please give your advise.

No, you can’t submit another application for same stream unless previous application is withdrawn or a decision is made to your previous application.
Yes, if you submit new employment number and submit via webform, it doesn’t guarantee that IRCC will consider it now but If they don’t, then it be used for future application.

Ok I will raise a webform and submit the new employement number hopefully it will be used for the processing.
I have some additional documents like updated international passport and language test to send via webform ( as GCMS notes for first application highlighted did not submit langauge test result-I did not submit it because it was not a requirement-but rather only to be submitted if requested).
Now is it better I raise just one webform notifying IRCC of the new employment number , additional documents and letter of explanation with all updates
OR
Send 1 webform with only the new employment number ( mentioning the refund and new payment)
And a second webform with passport ,language tests and other updates in the Letter of explanation.
I ask because the employment number point is a sensitive point to the application and I d'ont want the VO to overlook it if submitted together other information.

It seems all file transferred to Nairobi do takes longer timeline but Nairobi timeline on IRCC website is between 7-8 weeks.

Yes all in Nairobi.Moreso, the processing time for application submitted from Nigeria is now 39 weeks for work permit
Yes, you can raise one web form for all the updates. There is no need to raise different webforms for different purposes but make sure what you want. You can request to withdraw the application or update the info. Both cannot be clubbed as both have different purposes.
