To apply under SINP student category, does the applicant need to have a approved PGWP or proof of PGWP submission will do to? Basically, does he have to wait for the PGWP before submitting the SINP application?

I Did, thanks but with COVID people say it's taking 6 months to get PGWP and some of his classmates claim they can apply before receiving it. Hence wanted to be sure.

So you read the rules which state valid work permit but friends say different so you decide whether to apply.
