Isn't the COPR a valid document to enter Canada, both if you are inland and outland?
Or is the COPR sent to your address and not via email?
COPR is what you need for pr card. COPR is not a visa.
COPR sent via email, and only worked on applicants inland, because no need for them to landing they can apply for pr card with COPR directly.
For people who got COPR ouland, they must email CIC(whitch is mentioned in the email). Then their copr got revoked. ECAS ture back to IN PROCESS from DECISION MADE.

It means that inland at the end of their PR process can't leave Canada until they receive COPR?
Or can inland enter Canada with a work permit even after receiving COPR?

I think everyone can leave Canada for sure, but that will delay the application. Inland applicants are in a very advantaged position.
You MAY NOT enter with JUST a work permit you need a job offer as well.
However in the email it said
-If you are currently outside of Canada, do not attempt to travel to canada. Please contact us immediatly at the following address and we will send you additional information:CIC-QUE-Pre-Landing@cic.gc.ca

From what I've understood, given the Covid-19 situation, leaving Canada is strongly discommended. Stay inland as far as possible otherwise, things might go sideways for you.

However, if you need to leave for something very important, you might want to read all the rules they have in effect at the moment and be aware that they can change the rules after you leave the country and you might not be able to return for a while.

I am trying to understand what happens in normal conditions, apart from COVID restrictions.
Can an inland enter Canada, in normal conditions, if he has a work permit and a job in Canada, but receives the COPR while temporarily abroad?
From what you say, it seems they can enter only after their COPR is revoked, is it correct?

I submitted a webform to inform them. I decided it's best to be upfront with them. I haven't lied or misrepresented anything and don't want to. If they decide it's irrelevant, good. If it delays my application, at least I haven't willingly witheld info from them.I basically saw a post on the facebook group by someone who said he added his spouse when they became common law and that never even occurred to me as something that needed to be done before.
Is a common law partner in this case, same as spouse ? do we have to update all the forms again in case of such change ?

Yes, a separate CSQ for your husband is required. Good Luck.....
I am still trying to find out the exact step as soon as i have the marriage certificate .....

1- inform IRCC immediately via the web form ? scan , attach and upload all documents ???
2- should i send any paper application package to replace what i have sent already ? new generic and barcode ?
3- how is they payment done ? payment for adding a spouse

I read that you do NOT only need a job offer. You can enter Canada if you were laid off and if you normally live in Canada as well - Although I am not sure exactly what that means.

I am currently in Guatemala, so I guess I'm outland. I received an email with a letter to print out that I must present to the officials at the border so I can enter Canada.

May I know what email letter? Never heard about it. You got COPR not a passport request?
Do you need any visa to entry if you with this letter?

I spoke to an agent who informed me that I just needed to upload proof of our common law documents and use the webform to inform them of the marital change. My partner is a Canadian citizen though and so no further documentation is needed. It's merely to inform them that my marital status changed.
