Great. If that's the case then why Canada has recently announced that they will process Student Visas, TRV, Spousal Visas, Tourist Visa, and others?Feelings aren't a factor in IRCC's decisions; their job is to deliver a safe and effective system that meets Canada's economic and public health needs. Immigration is a privilege, not a right. Although you can argue candidates invited now wouldn't be landing for several months, we don't know what the situation will be like then either.
The virus is currently surging in places where tons of applicants live (the US, India, etc.) while Canada has flattened the curve by keeping its borders tightly guarded. Australia and NZ are among the few developed countries to have done even better in this regard, and as you note they're not welcoming many new people.
You're free to hope for an FSW draw on the 9th, but don't count on one. Personally, I would like to see a special draw for inland FSW candidates, who are the biggest losers of the CEC-only trend.
As per logic, students too must have not been permitted to travel but IRCC is now fast-tracking student visas (from India, Philippines, Pakistan, and other similar countries).

After 4 months' time, something refreshing like the above is really boosting the confidence of many. Plus, as per the recent interview of the immigration minister, he quoted that while the US denies entry, Canada will work on welcoming SKILLED WORKERS from OVERSEAS. Recent Trudeau's interview too (about the situation in Hong Kong) highlights that they will work on welcoming people from many pathways such as EE.
Although I cannot completely rely on this and jump into any conclusion, I feel that all these points to an FSW draw on July 8 or July 22.
Also, if they do not wanna welcome people until WES/IELTS resumes, then they do not have to invite CECs but rather just extend their work permit applications. Anyway, let us see what's down the line (in 3 days exactly from now)
