Nothing is to be confused about! Every thing is clear in this document. It welcomes the applicant as a new permanent resident and then gives him instructions to follow for having his PR card!
It's clear letter
The confusion is all about below Statement in this letter

"This letter does not replace the permanent resident card; you are still required to submit the documentation to obtain your permanent resident card. If you have a Confirmation of Permanent Residence (CoPR) document in-hand, please send it along with one photo that meets our photo specifications to the address listed above. Please ensure that you write your unique client identifier (UCI) and name on the back of the photo. If your address has changed, please provide us with your current address "

It asks for a COPR document to be sent with One Photo to get the PR card. Question is do we get one or not?

Correct. only for In-lands so far. But some applicants have received e-mail from IRCC asking if their depends are in Canada or not. This was to schedule a landing interview call. so, Not all In-land applicants get the landing/information letter by default.
this make sense. Thanks for providing insight on this

I think some IRCC agents are just lazy in carrying out their duties. I raised a web form last week and I got a response that the information I provided differs from that which is one file. I carefully went through the information the agent claimed I provided in the email line by line and everything seem correct. I even opened an old email, which relates to response provided with respect to a previous web form I raised. I compared my personal information therein with that stated in the new email and they appear the same. This got me wondering the quality of some staff working with IRCC.

Hi,

I've called IRCC today and the agent advised me that the landing process is now skipped due to the covid-19 situation.

She told me that my card will come straight in my mail at home. But has no date when they will ship it.

Hope this helps.

Approved on the 5th june
Till now did not received the COPR letter neither information letter.
But my account do have my COPR number alongside with my spouse COPR number.

GU begging of April (around the time when MED expired)
Requested web form twice. Last one a week ago no changes...only criminality under review.
Ordered GCMS notes nothing suspicious.
Hope everything is fine, but I bit concerned by the situation.
If anyone has similar experience please share:)

In addition, we can confirm that:

  • Your application currently meets the eligibility requirementsunder the immigration program for which you have applied,
    • you may be contacted via your account if additional information is needed.
