We can see only 9% of the 18K with the invitations issued, it's sad for the other 91%, but at the same time is nice to see the process moving based on the market needs and giving the chance to other people with the best match to receive the CSQ doesn't matter if they applied in 1990 or 2020.
I continue to disagree with you.
A lot of the 18k persons had a very good profile. It was totally absurd to destroy all this files / lives.
You're talking like a good CAQ politician...

I don't think they are prioritizing bill9 victim in my opinion.

In my CSQ, they actually states 2 reasons why they processed/prioritized the case. first is if your training area is in demand, second is if you have VJO...

So explain to me why only 9% of 18K received the invitations so far, and around 450 new profiles.... so why not prioritize only the 18K old files and not send invitations to the "new" ones? it's clear that they are following the job market and I still don't think they should waste time analyzing profiles with no match for the job market just because they applied years ago. It's simple, if you applied 10 years ago, apply again through Arrima and see what happened, if you don't receive an invitation, well go learn French and apply though PEQ.

I agree, just seeing the numbers:
1636 persons (before bill 9, not victims)
449 persons - new profiles - without application before bill 9. People insist that the 18K has priority... I don't see this happening.

I think you misunderstand something...

Only people who were living in Québec before the bill 9 had the possibility to receive an invitation within Arrima

ok, but it is not because you applied before bill 9 that you have the priority. If we see the round of invitations they are following the job market + old files. It's being fair for both groups, new and old files.

Clearly they are giving priority to the old files. And i don't know why you are insisting on that and what are you pretending here.
Clearly they don't care about the market because whoever had his file canceled should apply before Dec 31, 2019 and should receive an invitation.
All these people made their lives following the government's rules and legislation and one night someone decide to cancel all these files and throw
to the garbage all these applications, between them people with jobs in very big demand and of course high profiles.
So, because as it seems you are not very well informed stop bullshiting us.

Dears

It is a fact based on the current situation they gave priority to the (1,636 Bill 9 persons ) over the (449 Non bill )persons in CSQ processing

All CSQ are issuing now to many of the (1,636 Bill 9 persons ) while no any CSQ is issued to the (449 Non bill 9 persons ).

If any one here know one of the 449 Non bill person got his CSQ , so this mean that i am wrong and i will be happy as i am one of them :)

May be this priority changed later and i hope so

no one is pretending nothing here. Also, the govt changed the way to prioritize the process, nothing was sent to the garbage. Let's be honest, if someone is here in Quebec for more than 3-4 years and was just "waiting" for the CSQ and didn't do anything to learn French and apply trough PEQ, for me it's a bunch of lazy guys, and now they are calling themselves of "bill 9 victims', victims of what? of being lazy and not learn French? seriously... I understand all the live efforts to stay in Quebec and this can be used for the CSQ process, we all know that the old way to process CSQ was unfair, and MIDI needed to start fixing that, it will take years to be as fair as possible.

Okay. So, we have 1636 and 449 folks in line for CSQ.
A. 1636 persons (bill 9 victims)
B. 449 persons - non Bill 9

Category A has PEQ cases also rite ? or they are in addition to 1636 + 449 ?
Category B . if i am not wrong. no one has got CSQ till date. ateleast in this forum we have not heard.
Category A: how many people must have got CSQ by now . a thousand ?

I agree that many 18k persons have very good profiles. One of my friends (victim of Bill 9)received his CSQ last October though Arrima!!! Actually, he always , always, always, have enough score for EE, but he choose to stay at Quebec. I think I also have a good profile: I have job here, my score is more than 70 under QSW points grid; after bill 9 passed, I was also invited by EE (my score was over 460) last June. And then I was invited by Arrima on July. I give up EE later. Actually, my score is still enough for EE now, even though I lost the points on my age, I gained more points on my work experience. Lots of my friends (including me) go with QSW not because we have “bad” profiles, it just because we have jobs, friends here, we love Quebec. We can get PR faster from other way, that’s why I think we are victims. However, even needed to wait for long time, we still choose Quebec.

I don't believe that category A is applied in PEQ , if they apply in PEQ they will get CSQ in 20 business day

The issue here that we are total (2085) in QSWP while PEQ has no limit ,any one could apply for PEQ if he has 1 year experience and french test and get his CSQ in 20 business days before us

MIFI put a plan to issue max 15000 CSQ in 2020 according to below their website , so if they will continue to give priority for category A over category B,
May be CSQ issued reached its max 15000 ,and we (category B) could not get our CSQ in 2020

I agree with your points, not calling yourself victims, please guys, changing the process is not easy for everyone, and now at least we have a map through this process before we had what? "first in first out" doesn't work for this complex process, it totally makes sense to follow the market, at the end of the day everything is based on the market, we know that. You are not victims guys, I'm sure your friends wouldn't receive the CSQ if the old process was still valid. It hurts seeing your previous effort going away, but you didn't lose everything, your job, your experience, studies, family, everything is still valid, we've lost more in our lives, let's stop making the "loss of files" a big deal, you are still in a good position to get your CSQ, and it will be faster than the old way.

Did any one receive letter from goverment to company that issued VJO?
Yesterday administration company call me and said we received a letter from government about your VJO that still working or not and will work for next year or not.
This is the first time I am hearing this. This may delay the process. Can you please share your timelines? What is your NOC code?

It's not that simple.

For example I give you my situation :

Bill 9 victim
Arrived in Québec in march 2019 (My wife is student, I have an opened work permit)
I started to work in june 2019
I applied to Arrima in july 2019 but I had a bug in my file so I had my invitation quiet late in December 2019.
I will be able to apply to the PEQ in late june 2020
So now I'm waiting for my CSQ with Mon Projet Quebec process. But if it's too long I will be able to apply with PEQ later (but I'll have to pay again)

I think a lot of people are in the same situation.
