Hello everyone, I've been getting a lot of help from this forum for so long time and I will love to seek some advice or to listen to experiences like this.
Any answers will be much appreciated!

I am writing on behalf of my brother who is in South Korea now, having his mandatory army service as Korean citizenship requires.
He was planning to visit Canada to renew his PR card on April 2020.

So the question is:
1. Do you have to stay in Canada throughout entire process of PR card renewal? For example, if the card renewal takes 60 days from the date of sending the application to the date of receiving new PR card, then should he be in Canada for 60 days?
2. Within how many days should he go to the office to pick up his PR card? Can he choose different means of delivery?
3. If he is appointing me to pick up his PR, can I pick up the card on behalf of him?
4. If he is getting PRTD, does it have an expiry date? Can he use the PRTD to enter Canada later (e.g. 2021 April)?

Thank you in advance and hope everyone stays healthy : )

Does your brother meet his RO? Does he have a valid PR card? When does it expire? Given covid 19 assume that travelling to Canada may not be possible at that point due to lack of flights.

His RO expires by June 2020. After that date it will be less than 730 days. And now he does have valid PR card expiring September 2020.

The flight is a big problem now too.. :( Should I provide some supporting documents to address the situation?

Thank you,

Thank you,
There is not much he can do but given that he is so close to his RO and expiry of his PR card he needs to be prepared to come back until he is compliant with his RO and he can’t leave unless he remains compliant with his RO. He must meet the 2out of 5 requirement on any day after the first 5 years from his landing date. Would keep records that his previous flight was cancelled. When he meets the RO he can apply for PR renewal while in Canada. He will likely be asked to pick up his new card in person and will have to show he remains compliant with his RO. He will get a PRTD in April 2021 if he is compliant with his RO or meet H&C reasons.
