In order for the funds in your husband's bank account to be considered, you need to submit proof that you have access to the money in his account. "If your spouse is coming with you, you can count money you have together in a joint account. You may be able to count money in an account under their name only, but you must prove you have access to the money" (this is extracted from ircc's page on POF)
If you had not done that originally, I suggest submitting evidence to show you have access to his money together with your appeal.
Yes. I did submit with my application a document that proofs I have full access to my husband bank account. It is a document that we signed at the bank that shows I can legally access the money with no limits .
I am confused why they didn't accept it. Maybe its not clear enough. I think I will do another document signed at the notary
