Could i apply for work permit from India for Canada without offer letter or job in canada?

I want to apply for Canadian work permit from India. I do have a temporary residence permit with me for canada. However, i dont have any offer letter/ job in canada as of now. Is it possible to apply for work visa? How long does it take for processing the same? What is the cost and usual validity of such work permit?
I could use any advice in this respect.

It's not possible.

You need a job offer from an employer in Canada and approved LMIA to qualify for a work permit.
