My husband and I have received our ITA for express entry, with my husband as the principal applicant. We plan to submit the application in few days and hope to get approved and get our permanent residency by August/September as the case may be. We intend to enter Canada by December/January of 2020.

Now, for some reasons, I won't be able to to accompany my spouse if everything goes smoothly with the application. I hope to join my husband at a much later date, hopefully in 2021. Since I am not the primary applicant, will I be able to join my spouse and maybe redo medicals and get new police report or I have to start over and do a fresh application? Does anyone know the rules regarding situations like mine? I'm in a fix, please I need answers.

No, you would have to finish your landing within the specified deadline otherwise you'd fail becoming a PR. Do consider a soft-landing in case you're not able to move permanently until 2021.
