Because you were requested to submit additional documents.
Expect a 2-3 month delay. It is very typical for candidates who receive ADR.
I also got an ADR that got updated the day it was submitted..and I received the letter on how to find job same day itself..probably it depends on how many things they have asked in ADR

I think it's generally recommended that we wait 3 months before applying for GCMS notes. By that hopefully some substantial work has been done on our profiles

can't you proactively pay RPRF? Or does one have to wait for CIC to ask them?

You can pay before hand. I did it myself to NOT delay the processing. If you don't get the PR (god forbid something like this happen), you are refunded. So there is nothing to lose paying it beforehand.

DAMN :o What ADR were you asked? I was asked on Nov 30 and uploaded one next day and my status changed to IP1 on Dec 4.

It still shows "We are reviewing the additional document you provided"

Thats exactly why II'm waiting for Feb 2.

I'm also going to start calling CIC from next week and bug them for some updates :(

Thats not correct ...Have a look at immitracker....Many cases have received PPR within a week of uploading ADR.....

The correct way to put it would be "some cases", not many. If there's a need for additional documents, IRCC puts your file processing on hold. After the applicant uploads the requested document, some time is required for case analysts to get back to that application, since at that moment they are busy processing current applications (apparently they can't drop them midway to get back to the application that was put on hold). Hence, such delays are absolutely normal and ought to be expected.
