Earlier notes in the second page had a A11.2 review required and now its Review required for POF.
Case analyst notes are still the same in both

Dear members, I would appreciate if you will help me with the inside to my GCSM notes, I'm confused for what is it review required.. :(

As per notes, Eligibility is recommend passed, criminality in progress since July 18th and background check not started.
I'm a PA and I have one dependent, my husband. He got study permit refusal in summer and the reason for it was 'limited career opportunities in the country of a residence'. We got married 4 months later, applied for a spousal work permit and it was granted. Now he's here with me in Canada.
We applied for PR on July 4th, on July 18th medical was passed and IRCC requested schedule A for him for a certain period (military service) - we provided the full signed form and military discharge document within 7 days timeframe. For me, criminality is recommend pass, for my husband is review required, even though it's written NRT.

If it's important, on September 21st we also applied for my husband's study permit, since he needs to go to college in JAN and we were not sure if we will receive approval for PR by this time.

Please see the image attached. Are we in review required for visa refusal or for a military document? Is there anything we can provide to IRCC or it's okay to just wait? Your insight will be highly appreciated!

We cannot understand especially the line 'documents set to review'. And what makes me wonder, they mentioned 'to address the gap' but there were no gaps in personal history/address history :(

The "review required" is mentioned for one of your husband's statutory questions. As you said, he's been refused a visa, so he answered "yes" to the question regarding visa refusal. It's normal, as they will now review the reasons of the refusal, and make sure it wasn't for any criminal activity or security reasons. It's to be expected anytime an applicant has answered "yes" to a statutory question.
"Document set for Review" is normal. it just means that they are ready for next examination by officers in next stages.

For Schedule A, your application has been put in standby (Parked Case), and normally a document request for Schedule A should be made, as Program Assistant has detected a gap in your personal history or address history, and application won't move forward until they receive Schedule A. I'd suggest uploading it upfront via CSE.

It may seem surprising, but many applicants are convinced to have the whole timeline accounted for, only to realize later on, that they missed a period in personal history. It could also be simply due to the fact that a statutory question has been answered "Yes", or also Military Service. Either way, there's nothing to be worried about. All these things automatically trigger Schedule A request, nothing to worry about.

Focus on the part that you passed R10... 99% of rejections happen at that stage ;).

They requested Schedule A on July 18th (when medical passed) and we provided it within a timeframe. Notes also states that it was attached to the file.

During my submission, I was told to expect the results by Nov 28th (30 days from submission). However, on Nov 28th, GetGCMS informed me that ATIP division of IRCC denied my request for notes because of a missing signature. When I pointed them out that the signatures were correct, they resubmitted the document and told me to expect something in 1-3 business days. Now, at the end of 10th business days, they sent me another update that my request for notes as been set at priority status. That said, they now want me to wait more 2-3 weeks.

Not sure what to do at this point. It seems like, every time I approach a deadline, IRCC sets a new one. Btw, I filed a complaint with ICC about this earlier today. Can someone please guide me on what should be my next step? Fyi, my FSW-Outland application is stuck at "Medical Approved" since Aug 2nd (July 12th AOR).

The GCMS notes are delayed mostly due to administrative issues. I requested 2 sets of GCMS notes from GET GCMS and the first ones were delayed. Previously I though it was all to do with GET GCMS, but it was not. It was IRCC that did not release them and there is nothing much you can do except contact IRCC, which I sure GET GCMS must have done, as they do it immediately after 30 days pass.

Are you suggesting me to apply for a second GCMS notes? Wouldn't that take additional 30 days (starting today)?

How can I order GCMS notes?

If you are a Canadian Citizen or a Permanent resident you can order the notes for yourself and others, however, if you are not a citizen and neither a PR, you will need a third party to request GCMS notes for you.
Shouldn't this be revised that someone who are not Canadian Citizens or Permanent residents can still order GCMS themselves if they are in Canada?

This is something that is not legally permissible. Some people do it, but the information that has been written is as per law, specifically section 4(1) of the Access to Information Act, which states:


4 (1) Subject to this Act, but notwithstanding any other Act of Parliament, every person who is

  • (a) a Canadian citizen, or
  • (b) a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act, has a right to and shall, on request, be given access to any record under the control of a government institution.

Similarly, the corresponding section of the Privacy Act, which is section 12(1) states:

12 (1) Subject to this Act, every individual who is a Canadian citizen or a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act,
has a right to and shall, on request, be given access to

  • (a) any personal information about the individual contained in a personal information bank; and

  • (b) any other personal information about the individual under the control of a government institution with respect to which the individual is able to provide sufficiently specific information on the location of the information as to render it reasonably retrievable by the government institution.
Both the Acts provide the power to the The Governor in Council, wherein it "may, by order, extend the right to be given access to personal information under subsection (1) to include individuals not referred to in that subsection and may set such conditions as the Governor in Council deems appropriate." The Governor in Council vide its order Extension Order, No. 1 SOR/89-207, gave the right to people present in Canada. However, the definition of "persons present in Canada" and what legal status need to have not been defined in the order.

Until there is any specific order or regulating the same, I will not be posting it. I try my best to keep my posts as compliant with the law as possible.

The due date is a system generated date, which reminds the officer to work on the file. In most cases it is irrelevant as many applications are processed way before that or keep lingering way after that. It has nothing to do with the final response.

2. How accurate is the Application Assessment Due Date?

3. What is the difference between Analyst and Program Assistant (those two officers that provided recommendations).
All application are reviewed by an program assistant or analyst. They make recommendation on the eligibility and the status changes to 'review required,' 'recommended passed' etc. Based on their review an officer reviews it and makes a final, and this is when the eligibility is finally "passed" or "Met." The program assistant or analysts assist the officers in reviewing the application and helping them to focus on specific documents that may need their attention, instead looking at the entire file.

You have review required for a statutory question, which is for the questions where you answered to prior rejection of a visa etc. After an officer review it, it will be ready to finalize. Everything else looks great and you have met the score CRS and MEC for eligibility.

Latest GCMS Note issued in Dec 2018

As you can see, the only difference between 2 note is the yellow highlighted section rest is exactly the same, I don't know why the yellow highlighted section was not visible for the previous GCMS note, even though the note updated date and time are exactly the same, why is it so..???

Since, I found that review is required for Proof of Funds, I had sent update POF on 5-Dec-2018 using CSE web form, Is It OK, to send document using CSE web form...??

And, why ADR was not issued by CIC..??

My Question:​
1. Are they asking for the biographic pages of my passport? I have not received any request from them for such.
2. In Activity 11 it shows that "Submit - Delayed", what does this mean?
