OINP - EE - Human Capital Priorities Stream - Comprehensive Guide

Hi Team,
I am new to this forum. I have CRS 393 and received NOI. But I did not register for One-Key Account or ONIP as of now. I had the understanding that I have six months to register. Today saw the update @ http://www.ontarioimmigration.ca/en/pnp/OI_PNPNEW.html . It says "Ontario’s Express Entry Human Capital Priorities Stream (HCP) has recently seen a surge in applications. The stream has reached its current registration limit and no additional registrations for this stream can be accepted at this time." . Though on another site @ http://www.ontarioimmigration.ca/en/pnp/OI_PNP_PROCESSINGTIMES.html , it says "Number of Nominations Issued = 3,515" and remaining = 2,485". Considering all this I understand that currently number of applications to address are enough and they put rest of the people who received NOI and did not register "On Hold". But because they must have issued NOIs based on total number of requirement in Ontario, I expect they will resume this registration soon(may be in next batch).
@ Senior members - Please correct If my understanding is wrong somewhere.

I was just about to register because I have my documents ready!

The pause is just temporary. If you have noticed, their website is down almost everyday, thus they need to pause the registration. Once they have processed those pending submissions, they will open HCP stream again. There is no announcement yet that OINP has fulfilled its quota for this year. Don't lose hope.

Oh so that is what people mean when they say the site is down? Actually I see a place where some of the links work but the one for HCP does not! I hope this will change soon....

OINP portal is always down, almost everyday in the past 4 weeks. I hope HCP registration will open again in the next month or two.

Wow two international student streams have been paused since May. I hope it won't take that long for HCP to reopen:

Anybody ordered ECA duplicate from IQAS? Do we have to mail them the signed application form? It would be too long. Can we fax them instead?

Just to give more clarity after my 3 years of work i pursued my MBA full time and now currently working with in different NOC for last 4 years..?

Do i still need to give this document, as i thought we need to show continuous work experience? I have experience certificate , Joining letter but no reference letter?

What are my options if i dont have reference letter? I have rest all details(experience certificate , Joining letter , Form 16)

Yes you can fax them. I have emailed them the same query and they replied that yes you can fax

It will take some time. But it will open for sure.

I guess what worries a lot of those who haven't registered is if the NOI is still valid by the time they open again. Hope you don't lose hope! Always read the updates on OINP.

I have another query regarding Work Experience

In EE profile i have given my current work experience of 6 years.

What should i fill in OINP form
should i give my work experience and its documents for the jobs i did in 2008-2009 also?

OINP portal is usually down after their office hours. Try again at 8-9 am Ottawa time.

This is one of the reasons I see why they temporarily paused the registration since their resources (manpower and their website) cannot cope with the huge number of applications.
