Two of my friends got their medical requests 2-3 weeks after AIP, however VIP people like me haven't got it even after 15 months

Given the delays in going from AIP to PR medicals will likely be delayed so they remain valid and don’t have to be repeated multiple times.
 
Hey guys. I got a final decision this Monday August 17. Submitted all the information they requested on Tuesday August 18th. Waiting for them to create a portal so I submit my passport pictures. I’m a Montreal applicant. I applied July 2021. I just want to know if anyone knows how long it will take to have my portal created. I know there are some delays. But I’d like to know how long it will take. And is that what’s called portal 1 and portal 2?

Agreed.
So my GCMS notes said they haven't started security yet. Through MP inquiry, I got to know they're not waiting for any external agencies. Also nothing is pending from our side.
@canuck78 do you think they kept our file aside due to quota?

You are in a very long line. Nothing may move when it comes to your application for quite some time. The H&C program is no longer functional and has just become a series of backlogs at every stage. All you can do is wait your turn.

I thought the same and just filed a mandamus application. Hope to get a closure.

Your wait time has to exceed normal processing time by a significant amount so would not normally be a case for mandamus. Looking back you appear for have received AIP in mid 2025 so you are experiencing normal processing and that wouldn’t normally be a case where filing a writ of mandamus would be effective. If, for example, your processing time was many years longer than other similar applications then that would be a case for mandamus. Everyone else who received AIP after you is still likely waiting for second stage as well and filing a writ of mandamus is not supposed to get you faster processing than everyone else. There are likely thousands of people waiting after AIP but there is a limited annual quota so IRCC can only land so many people per year. Did you hire a lawyer and did they recommend filing?

I understand that my second stage processing hasn't crossed the average timeline, however one can't ignore the fact that my application is 52 months old now. When I applied, the processing time was less than 18 months. I trust the judiciary and hoping to get a fair decision. And yes, I hired a lawyer.

What the processing time was when you applied is not relevant. If your processing time is somewhat similar to others then you won’t have grounds for mandamus. A writ of mandamus is only worth being pursued if your processing time is significantly longer than others who applied at the same time. When you applied processing times posted weren’t correct if you did the math based on IRCC’s own published numbers. Not sure why IRCC refused to update the processing times for so long. Sadly some lawyers take advantage of people’s desperation because a lawyer should have told you exactly what I posted. If you still wanted to go ahead knowing there was a good chance you would lose thousands of dollars and not get processed faster then that would be your choice. A judge can only do so much there has to be proof that your processing is unreasonable and not in line with others being processed. It wouldn’t make sense to incentivize everyone who applied for H&C to all file a writ of mandamus because most people are waiting as long as you have and longer in Quebec. Although if more people do this may actually lead to IRCC culling the program.

I understand your point. If anything happens we can all file a mandamus who have received AIP. They might do one time exception for us like they do for the accepted refugee claims. The math doesn’t make sense anyway, just for your quote, these many people should not live in limbo. Someone will take an action for sure.

Ircc doesn’t care to do the job properly in both ways. For example, someone has pr portal update that says photo is still under review but pr card is actually in his mailbox. So no reason to rely on the process 100%

That is because PR card processing isn’t tracked carefully like many forms of ID in Canada. Not the same. Forget mandamus if people really want to see change they should get together and take IRCC to court based on H&C no longer being a functional program. It is going to happen eventually. That said you have to be prepared for the possibility that IRCC could shut down the program. It is going to have to be reformed eventually but that would push IRCC to make a change versus it’s current plan which seems to be hoping that people will leave or be removed.

is right one of my friend called me today and told me that two people that were waiting for H&C were removed back home to their countries.
Everyweek 400 are removed from Canada.
