But we were expecting to halt the program for a period of time until the backlogs get cleared and new border regulations suppose to put more efforts on H&C not sure why they didn’t.

These minor program updates are posted all the time. Yes surprised nothing bigger has happened to H&C but bureaucracies work slowly.
