I have asked my rep. Awaiting their response on it.

In the meantime, i was trying to login with UCI and password that i had during PR application, but after submitting - nothing would happen. Only a page refresh with nothing.

My old representative is not receiving any code. So it’s genuinely a technical issue from ircc side. And ircc webform response is simply an elongated email with steps to create tracker

This is not necessarily true. I received and completed my test before the background check was completed. Two weeks after my test updated was marked complete, my background check completed and everything else went along normally. You're not the first nor last application that is processed out of the normal order IRCC does things.
