Applied for my Mother in Law on Feb 24, i got the decision today that the application was rejected, this is the second time getting rejected. how much time should i wait to re apply again, both the time is the same reason, insufficient funds/ might not go back to India, even though i showed strong ties and 20,000 $ in funds.

any suggestions?

Sorry to hear that. I suggest you to apply ATPS notes with that you can contact to your MP and have file re-open.

How long was visit? Funds in her own accounts? What were ties to return (job, children under 22, business etc.).
 
her visit is for one month, i showed 20,000 cad in her account and included my paystubs, Ties are her husband and son lives in india and added property proofs

So funds were in her own personal account, not joint, and had maintained that balance for 4 months? Your paystubs are not relevant. If so, ask for 2 week visit but she needs to show other ties then just husband and child under 22 such as job, investment property with lease agreements. If son, not a minor then not a tie. Assume spouse has no visas.
