Thanks. But the announcement numbers are not aligned with the 115,000 initiative. So, 2 questions here:

1. Is the initiative for 115,000 protected persons has a different quota?

2. Are protected people in Quebec included in this initiative?

For your first question, according to the updated plan which announced today, the government will grant PR to 115,000 protected persons in Canada within 2 years. So, we are talking about 58000 people per year. So, the 20,000-per-year limit will not apply in this case. They didn’t mention anything specific regarding Quebec for now. Let’s wait for the IRCC announcement today which they might answer all our questions.

58000+20000 = 78000 Just for protected persons ?

Yes, the goal is to address the existing backlog. According to IRCC’s announcement, these admissions are in addition to those identified in the above permanent resident admission targets. The 20,000 annual target falls under the regular immigration targets, whereas the 115,000 are separate from them.

Hi,

Anyone can clarify that would be appreciated.

So, right now I am protected person applied for PR in Dec 2023. Eligibility passed.

If I want to sponsor my wife who is already in canada on work permit(PGWP). Do I need to file under sponsor of protected person or add it in my application separately because looks like it will take more than 1 more year to finalize my application. And If I add her application with mine will it delay my application and the processing time will increase to 50 months that is for depandants of protected person but my wife is in canada not abroad.

I am confused here. Or should I wait until I get my PR done and after that I apply for her PR. She has 2.5 years more left in her work permit to expire.

So if I apply after getting PR, will her PR application processing time comes down to regular in Canada spousal sponsorship timing or will it be the same 50 months that is for dependants of protected person.

Please do reply.

Thanks

Looks like they might be planning a one-time move to grant Protected Persons permanent residency without counting them under the regular immigration levels plan. But the total number of spots for Refugees, Protected Persons, H&C, and “Other” categories is only 56,200, and there’s already a huge backlog of files waiting for final decisions. If they really start processing faster, that number definitely won’t be enough. They’ll have to add extra spots. Also, it's somewhat interesting that they didn’t share a breakdown for each category, which feels like they’re keeping those details vague on purpose.
Is this apply to those who applied in 2025 2026 2027 ?or 2024 also include

yes more than good actually. The estimated number is 115k which is crazy. almost everyone will receive their PR in the next 2 years. I love how the negative comment makers are silent on te forum today lol.
But it is just a proposed budget not legally enacted yet.

Unfortunately, it’s a very sad day for them, as well as for those who tried to spread negativity and hopelessness. Hopefully, they’ll wake up soon and recognize the changes taking place.

Yes just a proposed plan not implemented yet.what is the probability it will be legally enacted ?
The budget will be voted on November 17, and if it passes, IRCC will most likely begin implementation between January and February 2026. We’ll have to wait and see whether it’s approved otherwise, it will be a different story. The government is only two votes away from the majority so the probability is super high.
