The Hong Kong pathway is going to be closed on August next year, and it requires applicants to be "graduated" from the school before applying. However, if I could only complete all the courses and meet all the requirements for graduation on August next year, and the school will not issued the diploma and final transcripts until September next year, then can I just submit the application with unofficial transcripts before the deadline and then submit the diploma and final transcripts a few weeks later via webform? Considering this is a H&C application, would the officer be less strict and let me me do this? and if my application is being rejected at the end, will I have a good chance of winning the appeal?

I thought post secondary convocations can be during spring (May or June) of each year. So can't you graduate sooner?

Would consult a lawyer for the answer. You also need to be looking for other options to secure PR given the wait time could take 5+ years to get PR through the HK H&C program.

Where can I find a reliable immigration lawyer to consult this matter? Do you know of any good and affordable one who might be able to answers these few questions?
I wonder what other option do I have since I am not young anymore.

What is not young? Do you qualify for PGWP and for how long? What field do you work in or have training in?
 
Like over 35 ( I am 36), I might qualify for a 3 year PGWP,, Early childhood education.

What province do you live in? You may still qualify for other programs if you work as ECE. You should also be looking at provincial programs, working to max out any other scores, hopefully this is your 2nd degree, where you are located in Canada or where you are willing to move may have an impact, etc. Also would suggest learning French. Important to think strategically especially if the HK program closes before you can apply.

Some people may have been able to get away with submitting unofficial proof of graduation for PGWP in the past. Not sure it would be possible today. IRCC was extremely lax when it came to enforcement and vetting until quite recently. PGWP and PR are entirely different and IRCC is looking for any reason to deny applications these days. Without knowing you age, language scores, NOC, education and work history, etc. can’t comment if moving may be a good option. Nobody can also predict what immigration programs will look like years from now although there is likely to be a need for certain professions over others.
