Technically it's a 'scheduled conveyance' (I think that's the term). This includes all planes, after that can depend on the carrier. An uber will definitely not be scheduled, nor a taxi; buses and trains may depend (if they don't ask, and let you board, then you're okay - or hyou could try calling in advance.)
But the key to understand - apart from whether they let you board - is what happens if you get held up at the border and for how long. Buses and trains will go on without you, certainly. Ubers and taxis may get pricey if they're held for long.
If you go with one of them, you could agree to not wait more than some period of time or just leave you and you make your way further on your own. Or go to one of the borders where you can walk across and they drop you close.
