that depends on the stream I guess If you are CEC then it's gonna take time otherwise 2-3 weeks, for me after waiting for 2.5 weeks I sent them an email regarding the delay and then next day of sending that email I got my P2 so if you don't receive the P2 by the 3 week mark then just send them an email like I did.
What Should I write in the email? and also the email addresss?
nothing special just put the heading as Inquiry Regarding Portal 2 and write in the email that you have been waiting for Portal 2 for 3 weeks now and you sent all the info on this particular now it's been more than 3 weeks and you still don't have access to PR Portal and after writing all this just copy the template from PDF and paste it in the email and fill all the info like you did during portal 1 and that's it but only do this once you have waited for 3 weeks for portal 2.

my p2 was oct 7.. still waiting for ecopr.. i saw a guy waited for 56 days to get ecopr.. i guess in worst case scenario waiting time would be around 47-56 days. due to holiday season, they try to clear all backlog before the year end. Hopefully everyone should get by this month or early december. fingers and toes crossed 
It's difficult to wait but I guess there’s nothing we can do other than waiting. P1 oct 7; P2 oct 28. Hopefully by the month end, those who got October p1/p2, should get the COPR.
Nope only after getting ECOPR, until you get your ECOPR you will be stuck in Canada because in P2 they are going to ask you to declare that if you are in Canada or not, but If you have Canadian Visa then you can go to USA and come back but once you get your P2 you will need to come back to Canada to declare that you are in Canada and ready to get your Confirmation of PR so I would suggest you to wait until you get ECOPR before leaving but if it's urgent then you can leave but make sure to come back once you get P2 and also make sure you have Canadian Visa so that you can enter again.
