I am planning to go to Toronto as a tourist in 4 months. My original plan was to submit the spouse application outland. But then I realized that USA police check is required for the applicant as i had stayed in USA for 1 year. The whole process for getting USA police certificate may take up to 2 months. Is it necessary to submit the spouse application together with the USA police certificate? Or I can first submit the application without the Police Certificate and upload the certificate once it’s ready? Or I should submit the application outland?
 
You need the police certificate if you don't include it with your application they will return the application, same thing happened to me. My partner got his FBI police certificate in 10 days from canada.ours took 10 days cause we had post the finger prints card by mail If ur in the states it will be quicker. You can apply online and then you can go to USPS to take your finger prints.they sent your finger prints digitally..
 
Prior to September of 2022, when a spousal sponsorship application could be mailed in, a person could send their PCC at a later date. Now that the only way to apply for spousal sponsorship is online, it appears that you may not be able to enjoy the same courtesy. Espescially if the Document Checklist (online) shows it as being needed upfront.

When we did our FBI PCC that it said we needed, we went and did the fingerprints and we chose to have a copy sent to our email, we got the PDF after 1 week and were able to upload it. It is a lot faster these days.

Right, but you had to actually mail the physical fingerprint card to the FBI office in West Virgina, right? Fingerprints cannot be transmitted electronically across the border, but the FBISHR can be sent back via email.
 
If ur in the states you can submitted electronically, but if ur in Canada or any other country you can get your fingerprints from fingerprint place and mail the fingerprints to WV. Before you do that you have to go to the FBI website and apply for the clearance first and then they will sent you an email with confirmation, you need to attach that confirmation with your fingerprints card and mail it to WV

Yes, which is why I said that fingerprints cannot be sent electronically across the border. ;)
 
Thank you all for the comments. I applied it in Hong Kong and I sent it to FBI two days ago. Hope it won’t take too long to receive it.
