One strong point that @DesiPikachu emphasized is that you won't be able to stand oral arguments at the hearing, of the language barrier and the experience you lack. You are assuming that IRCC would decide on your new application while your judicial review of the previous refusal is still in the process which holds no ground.

Not yet accepted. Will decide once i will get email from counsel for the Respondant. I sent email to counsel that in how many days i can accept the settlement or refuse. She said 14 days
If i dont accept in 14 day then she will submit memorandum of argument from respondent and their deadline is 14 sep

That settlement offer is from the counsel of the respondent, what am I missing here?

You are pushing it.
Actually one fresh application is in review and waiting for decision. In this situation accepting settlement will not play any role. But if dont accept , may be irrc lawyer update in gcms notes that applicant refused to accept settlement may push VO for positive decision to safe the cost on judicial review after grant leave stage.

As well as accepting settlement means file will reopen again and not guarantee when file will reopen. Last time it took 30 days. You may be more than 3 months. Shabbar not yet open. My child settlement came on 16 june not yet open. In this scenario if i accept settlement and later file reopening time will be longer. And incase again refuse then no benefit of accepting settlement. Warvan never told about his second settlement and that was the only case who had twice settlements. I feel fresh application will work at least ties issues will be settled.

@aspirant256 @DesiPikachu you know i submitted non sds application from Pakistan and its without medical. If VO want to refuse he will refuse without medical request. But what if i receive medical request? Will it be a normal procedure for medical request or it will be positive sign of ppr
