In your case, I think Supervisa (SV) will be a better fit provided you meet the requirements.

SV had a better success rate than VV during my time. The main difference is:

The Visa Officer (VO) will give more importance to your wife and your financial condition in Canada for SV. On the contrary, for a VV, your MIL has to prove her finance and family ties more rigorously.

Do you meet LICO for a supervisa? She needs to pass medical and pay one year of health insurance. She cannot work for you or care for your kids while you work or your wife is in school. That is illegal work. She can visit.
