What is the purpose of non-residents, paying Korean taxes, to obtain option C?
You'd have to ask CIC that question. Like it or not, both the checklist and the Sponsor's Evaluation Form say you have to provide it or explain why you haven't.

Not everyone has someone in Canada to get documents for them.
I didn't have anyone in Canada get that document for me. I got it myself. As I said earlier, you don't need to get someone in Canada to obtain it for you. You order it yourself by phone and the call takes about 2 minutes. The phone number is on the document checklist and in my previous post.

If you want to submit your application without Option C, please proceed. All I am saying is that the document is a simple enough one to get, so why would you risk delaying your application by not including it?

The most helpful thing you can do is explain how you arranged to have your document sent to you in Korea. Or did you do it in Canada? Can it be sent to Korea from CRA? Thats my hold up not the fact of option c itself :) thanks.

I've already done that. Please take a look at my post on page 2 of this thread where I said this;

You have to request it from Canada Revenue. Call their offices at 1 800 959 8281. Tell them you need an Option C Printout. They will ask you for your name, SIN, etc. and mail it to you. It takes a few weeks to arrive.

That's exactly what I'll be doing. According to other posters here it's not a problem in the short term. South Korea and Canada have visa waiver arrangements, so your wife can enter Canada on a visitor's visa and stay for up to 6 months.

What happens after that is less certain and concerns me as well because we'll be going home in May. Before the Seoul visa office closed I was pretty confident that my wife's application would be approved within the period of her 6 month visitor's visa and we could simply land at Niagara Falls. Now that Manilla is dealing with her application, it's not clear that her PR application will be processed before her visitor's visa expires. In that case you can apply online for an extension of her visitor's visa. Apparently those applications are processed fairly quickly. You can read about how to do that here;

From what I understand it will be faster to have it done through Manila vs in Canada. If the PR is not processed by our planned departure date, we are thinking about just departing on our planned date, notfiying CIC concenring our new Canadian address and waiting it out in Canada. As you mentioned, Koreans can enter Canada as a visitor and extend after 6 months. Any idea about the processing time in Manila?

I wouldn't trust any numbers you see from Manila. Korean application will be brand new to Manila, so they may take longer or quicker than the applications Manila usually sees, depending on if there are any Korean-specific requirements they need to follow, and as the VOs in Manila get accustomed to assessing Korean relationships. Unfortunately for visa offices that process apps from multiple countries, there is no breakdown of processing times by the applicants country of origin.
The best way here will be reading about the times people have actually experienced with Korean apps through Manila... of which you guys seem to be the test group!

I called CRA today for the Option C - as bartjones mentioned it just a took a phone call. They said it will be in the mail in 4-5 days! Here is the number 1-613-940-8495.

I worry about that too. At least the visa office in Seoul was staffed with people living here who had some understanding of the culture. I wonder if some VO living in Manilla is going to understand the concept of a "wedding hall", especially that stupid bubble machine :D.
