No - you cannot use the open work permit for job offer points in Express Entry. Your employer needs to get an approved LMIA if you want the additional 50 points.
@syclla, I have been researching to answer this same question. I'm trying to get an OWP as the spouse of an international student. I plan to get a job offer and gain points towards Express Entry. Are you saying I can get the job offer as OWP but I need to ask the employer if they can support my Express Entry by getting an LMIA for the same job that I'm about to fill-in? Can you offer a link to reference material on the same subject? Thank you in advance for your help @syclla.

An open work permit allows you to work anywhere. If you want to get the 50 points for EE then you need a LMIA. It must be an offer that is full-time and extends to when your receive PR.

Yes - you need an LMIA to claim the 50 points for having a job offer / arranged employment. See the link Naturgrl has provided above.

You can still gain Canadian work experience points without the LMIA. Only the 50 job offer points require the LMIA.

Your question isn't clear.

If you are applying through Express Entry (which is where you would get the 50 points), it applies to all job offers - regardless of which province. If you are on an open work permit, the LMIA is required to make this a job offer under the EE program.

Then you aren’t applying through Express Entry and need to meet eligibility requirements for BC PNPs program.

No, a visitor doesn't qualify for an open work permit.

Is there any hiring employers in CANADA ? That can possibly issue work permit for skilled worker?
Employers don't issue work permits. IRCC issues work permits.

To qualify for a work permit, you first have to secure a job offer with an employer in Canada. You will need to apply for jobs through websites such as Indeed and LinkedIn if you want to try to find a job. Once you find an employer willing to hire you, that employer will also need to obtain an approved LMIA.

Once the LMIA is approved, you can then apply for a closed work permit.
