According to CIC's News Release of April 18, 2013 , several occupations are excluded this time.

Eligible Occupations : 24

The eligible occupations stream will have an overall cap of 5,000 new applications and sub-caps of 300 applications in each of the 24 occupations on the list.:

They won't reduce any category up front.

They will allow up to 300 for each category. When they hit 5000 applications overall (in total), they will stop accepting applications for all categories regardless of whether they have hit 300 applications or not.

I think this is a good move tbh.

The vast majority of Canadian employers do not want to wait 12+ months before someone they want to hire can start, so the vast majority of genuine FSW2 applications were via LMO/TWP. I think a large portion of AOE applications were fraudulent.

It will make no difference to the decision of existing applicants.

The only advantage is may give is that there will be less medical professional immigrants coming into the country and therefore the competition for jobs will be lessened. I imagine 300 or 600 spots split across the entire country wouldn't have made much difference to job competition even if they had been on the list though.

So basically it's not good news or bad news for existing medical professional applicants.

The duration of the LMO is typically one to two years, but in rare cases they are granted for up to five years.
