New FSWP List of Priority Occupations

According to CIC's News Release of April 18, 2013 , several occupations are excluded this time.

Eligible Occupations : 24

The eligible occupations stream will have an overall cap of 5,000 new applications and sub-caps of 300 applications in each of the 24 occupations on the list.:

2113 Geoscientists and oceanographers
2131 Civil engineers
2132 Mechanical engineers
2134 Chemical engineers
2143 Mining engineers
2144 Geological engineers
2145 Petroleum engineers

2147 Computer engineers (except software engineers/designers)
2154 Land surveyors
2174 Computer programmers and interactive media developers
2243 Industrial instrument technicians and mechanics
2263 Inspectors in public and environmental health and occupational health and safety
3141 Audiologists and speech-language pathologists
3142 Physiotherapists
3143 Occupational Therapists
3211 Medical laboratory technologists
3212 Medical laboratory technicians and pathologists' assistants
3214 Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
3215 Medical radiation technologists
3216 Medical sonographers

They won't reduce any category up front.

They will allow up to 300 for each category. When they hit 5000 applications overall (in total), they will stop accepting applications for all categories regardless of whether they have hit 300 applications or not.

Looks like IT fields are back on the list. Those caps are going to be met pretty fast.

I think this is a good move tbh.

The vast majority of Canadian employers do not want to wait 12+ months before someone they want to hire can start, so the vast majority of genuine FSW2 applications were via LMO/TWP. I think a large portion of AOE applications were fraudulent.

It will make no difference to the decision of existing applicants.

The only advantage is may give is that there will be less medical professional immigrants coming into the country and therefore the competition for jobs will be lessened. I imagine 300 or 600 spots split across the entire country wouldn't have made much difference to job competition even if they had been on the list though.

So basically it's not good news or bad news for existing medical professional applicants.

Arranged employment opinion (AEO):

Arranged employment means a genuine offer of employment by Canadian Employer, in an occupation coded under the National Occupational Classification (NOC) as skill type 0 or skill level A or B for permanent, full-time work that is non-seasonal.

(The arranged employment opinion (AEO) application will be eliminated and replaced by a labour market opinion (LMO) application.)

Labor Market Opinion (LMO):

LMO is a document issued by Human Resources and Skills Development Canada (HRDSC). The objective is to prove that a Canadian company cannot find a suitable Canadian resident to fill a position. The company applies for this approval on the worker's behalf. The foreign worker cannot contact HRDSC or have any input into this application. The LMO process can take anything from 10 days to 16 weeks. The LMO will state the conditions for work in Canada, including wages, hours and the duration of the LMO permit. The duration of the LMO is typically one to two years, but in rare cases they are granted for up to five years.
