When the email is sent does it mean an officer has started working on the application?
no idea. My BGC was put into in progress well before I got the email. So it's a total toss up.

Here is an example of the PPR e-mail that my spouse receieved from CPC-M

The processing of your application for permanent residence in Canada is almost complete. You must complete the
following steps within 30 days in order for our office to issue your Confirmation of Permanent Residence and, if
applicable, your permanent residence visa. If for any reason you are not able to meet this deadline, please inform us
immediately by email to: MANILIMMIGRATION@international.gc.ca with details concerning your situation.
STEP 1: CHANGE IN CIRCUMSTANCES:
Should any of the following circumstances apply to you or any accompanying family member, you must inform this
office immediately:
 Change in marital status, for example due to marriage, cohabitation, divorce, separation, annulment or
death of spouse or common-law partner;
 Change in family composition, for example due to adoption or birth of a child, including a child born to
your accompanying dependent child,
 Death of principal applicant, spouse/common-law partner, accompanying children, or death of sponsoring
relative;
 Change in health, including pregnancy;
 You or any of your accompanying family members being charged or convicted of a criminal offence;
 Change in contact information: mailing address, e-mail address, or telephone number.
Your failure to inform our office of any of these changes may result in the cancellation of your permanent resident
visa and may render you and your accompanying family members inadmissible to Canada.
Your failure to declare all of your family members, accompanying or not, will permanently exclude them from
sponsorship under the Family Class regulations.

STEP 2: PASSPORT REQUIREMENTS – Determine if you need to submit your passport(s)
 Determine whether you require a visa to enter Canada at www.cic.gc.ca/ENGLISH/visit/visas.asp
 Please note that if you or your accompanying family members are permanent residents of the U.S.A and a
holder of a passport which requires a visa to enter Canada, you are still required to submit your passport(s).
If you require a visa to enter Canada, then submit your passport(s):
 Please provide your passport or travel document and a passport or travel document for each accompanying
family member. An accompanying family member must have his or her own passport or travel document.
 There must be at least two blank pages in your passport(s).
 Please note that permanent resident visas cannot be placed in Diplomatic, Official or Military passports or
travel documents.
 All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page
must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose
pages.
 Ensure that your passport is valid for at least 12 months from the date of this letter.
If you do not require a visa to enter Canada:
 Please submit one photocopy of the photo page and any pages containing amendments of the passport for
you and one for each accompanying family member.
 Ensure that your passport is valid for at least 12 months from the date of this letter.
 Please note that you cannot use a Diplomatic, Official or Military passport to travel to Canada to become a
permanent resident of Canada. You must be in possession of an ordinary passport.
 IMPORTANT: If you are currently residing in Canada and you intend to travel by air to another country
before becoming a permanent resident, you will be required to apply and obtain an eTA prior to boarding

STEP 3: PREPARE YOUR DOCUMENTS
You must submit together:
1. One copy of this letter.
2. Passport(s) OR photocopy(ies) of passport(s), as explained in Step 2.
3. Two (2) photos of yourself and of each accompanying family member respecting precise specifications that can
be found at: www.cic.gc.ca/english/information/applications/guides/pdf/5445EB-e.pdf
4. Completed and signed Appendix B form (enclosed).
5. If you have not yet paid, payment of the Right of Permanent Residence Fee/s (RPRF) for yourself and, if
applicable, your accompanying spouse/common-law partner. Note that the RPRF is not required for nonaccompanying spouses/common-law partners and dependent children, whether accompanying or not.

Upon successful completion of your online payment, a PDF receipt will be sent to the email address provided
during the online payment registration process. Please retain a copy of the receipt and email the receipt to

STEP 4: SUBMIT YOUR DOCUMENTS
All required documents must be submitted in one single package.

1. If you are residing outside Canada – thru a Visa Application Centre (VAC)
Please note that you are required to pay a VAC service charge when submitting your passport and/or
required documents.

If you have a mailing address in Canada and if you and all the accompanying dependents
on your application are currently in Canada and plan to be in Canada for at least three
months, you may submit your passport(s) or if applicable, photocopy(ies) of passport(s) to
the Case Processing Centre – Ottawa.
You are required to send your document(s) together along with a copy of this letter by mail
or courier to the following address with the additional following document:
 A self-addressed, pre-paid Xpresspost envelope from Canada Post.
Purchase your prepaid letter-sized (32 x 24 cm) Canada Post Xpresspost envelope (Regional
if you live in Ontario or Quebec; National for other provinces and territories), at any Canada
Post retail outlet.
Complete the mailing label showing your full mailing address in the “Deliver To” field.
Make a note of tracking numbers for each envelope.
Enclose this envelope along with your documents and a copy of this letter.

That's interesting, it's a bit different than what I got. My email had almost no content, it was all in a PDF. For example mine had no email and I am not supposed to fill out any address on the return envelope.

Had you not paid some fees before?

My app is 1 day short of the 7 month mark. Transferred to Ottawa 3 week of may and to Mississauga July 17. My background check has still not started.

Is this normal?
I think we all don't know how to respond because nothing has been consistent since the Dec 15th changes in procedures. I'm nearing the 9 month mark, so are some others. Everything is a waiting game. The timelines don't seem to be a reflection. Just patience now, which none of us have. Well, I'll speak for me and I definitely dont.

Yeah, this thread has been invaluable for me.
I suspect it's not the thread but more the lack of procedural processing taking place at CIC since the Dec 15th changes.

Just got an e-mail requesting updated copy of wife's passport. Her passport expired in Sept. but she got a new one in May.

Don't know if this is a sign of good news or not.

Hopefully this goes through IRCC webform ok. Sometimes the robots at the other end mishandle that form.

I got the dumbest reply the other day about me not being the registered rep. I indicated that I am the sponsor!

This came in a pdf as well. I paid all fees upfront. This email came right from Mississauga as well not from Ottawa.

Even though you are the sponsor you don't have access to your spouse's confidential information without their consent which is why you have to fill out an authorized representative form.

What we did is that we called CIC together and my wife gave authorization for them to talk to me for the duration of the phone call.

We did that for a while too but he is often not with me because of working hours so eventually I sent in a use of a representative form so now I'm the sponsor AND representative.

Nope. But I also figured that this is the final stages as well. We'll see how this goes.

I was planning on the PPR arriving in January as our app. had been delayed by lost emails from IRCC.

Otherwise. Yay!
