My application was received by CIC on 16th March 2017 and I got AOR on 26th March and it was a family application. So I am not sure on why you have not received the AOR yet. May be they have different team to handle applications from different locations.kjb007 said:Hello,

Did you get a full refund as well? I think applicants get full refund if application is returned prior to AOR.
If you got full refund, my recommendation would be to resubmit application with an approved language proof.

Reading some recent posts, I am having doubts on language proficiency now. In some cases they do return applications if it is not complete. Average time for AOR is around 10-15 days from last 3 months or so.
