Neel said his earlier card was Master and now it's Visa, so without any doubt his 16 digit number has changed (unless a new inter-operability rule has been announced unknown to us as of yet) as well the Card type which we use to select (tick) in the Fee Payment Form. Master uses a different series and Visa uses another series of first 4 digits. So essentially, a new card isn't helping Neel, rather he is exploiting the fact that the older one will be valid for some time alongside the new card and assuming that older one still works while it is being debited by CIC. Am I right Neel? Can you please shed more light on it?

Let me tell you one more thing, my previous VISA card expired on Dec-2012 and bank issued me a new VISA card for another 3 yrs starting from Dec-2012. Both cards worked at the same time for good amount of time alongside, there is no doubt in that and today's bank confirmation just reassures that. The 16 digit number, card type and name was same; what changed was CVV and expiry date.

To answer the last part...
Buddy, they won't be swiping the card. The problem is not CHIP, the problem is deactivation of older card before CIC charges it. And there is no way you can update CIC on that unless CIC issues you a reference number, which they can't, unless they charge you. And as soon as they are unable to charge you, you are out of the game and you get no chance to update them. It's a vicious circle. Hope you understand.

I'm doing it just for good cause (though it will take time) and will use regular mail (even for myself not courier) it'll reach Sydney in 2 days, hopefully on Tuesday next week.

And what are you sending? I think your copy of attested Birth certificate is fine because eventually it is attested.

In my opinion all this application process could be done much more efficient way.

Why do CIC needs hundreds of thousands of applications send to them by mail, knowing that only small part of them will make it to the next stage and rest will be rejected and send back? Why do they need all these thousands and thousands people who apply to spend so much money, energy and time to prepare their applications? Why do they need to go through so much of work themselves reading through all these applications?

Why do not split the process in several stages and do it much more efficient way and save enormous resources spent on this process?

-First stage, could be done online, an application process similar to US green card lottery.
An applicant fills the simple online form with basic information about his work experience, education, language test results and so on, validate it and submit it online.
While doing so, applicant gets his reference number.

-Then CIC would process these applications, rate them, select those which meet their criteria. Cap limit can be handled by choosing the applicants with highest score, needed qualifications or diversity or whatever is on their political agenda.
All the process can be done very fast, as all the applications are in electronic form and filled by certain standard.
It can be processed by the computer, automatically.

-Second stage, those applicants who are chosen will receive confirmation e-mail or they can check their status online.
Then they will be provided with further instructions and asked to send needed confirmation documents and provide an additional forms by mail to their responsible visa office directly.

Remember we are talking now about just a few thousands of selected applications, not hundreds of thousands.
If some selected applicants won't make it to the residency visa for some reasons, then other applicants who got lower score will be notified that they can proceed further with their application.

It is really frustrating to know how much money, millions hours of work and natural resources around the world just wasted for nothing because of some stupid obsolete office rules and routine. I guess these bureaucrats have no idea that computer can be used not only as typing machine and playstation for windows solitary games.

I agree it is something related to instrument and Balkanad looked at the consultant's reply with a whole new perspective. I'm not a software guy but if I could get a smallest gist of what he was saying, I can make out that he's talking about a data entry system or a series of smaller infrastructures built into a setup so rigid as if the CIC guys are robotic and will not go beyond the programmed logic.

Form Y = Form $^$*&%( Unhandled exception. Process terminated.

We can't comment on it yet, unless someone reports a rejection on the basis of IMM 0008. Till than, keep faith.

No, you are not out! It is only schedule 3, the checklist that need to be 05-13. The generic 0008 from 04-13 is pretty much the same as from 12-2012. Thy realised that they needed to change the footer to avoid confusion. And that change was made around 17-May.

Generic Form was updated around evening of May 4th NS time [Most of the couriers that were scheduled to send on 4th were already in transit by then]. It's the checklist that got changed on May 17th.

We can never win this war! Back then when my study visa was rejected, I opened a mail with NDVO and provided facts that could prove them wrong. But they use such a language (the language of the lawyers) in instructions and answers that you would never get over them. I had to drop. They simply are robotic and use pre-defined statements governed by their lawyers. In fact, with the system as large as CIC and operating at world level, they have dedicated law firms behind them who protects them and covers all the loop-holes and mistakes!

Now just read this statement below and find out what they will answer to it (in my own explanation).
"prospective candidates can go ahead and start the steps" and even if you provide a screenshot dated 18-Apr

CIC - Of course, prospective candidates should start before hand to make sure they fall within the cap but when did we say use the same forms as on 18-April. The above statement does not implies that. You should get ahead and start the steps; steps we said.

"prospective candidates can go ahead and start the steps" is NOT EQUAL to "prospective candidates can use the forms as on today"

At the end we are losers and they, winners.
