Naw, I wouldn't send the PP copies to London ... it may just confuse them especially when they have explicitly asked you to send PP to Islamabad within 7 days.

The email that I recvd for additional documents says that i have to keep that email as a cover letter but my lawyer instead sent me a different type of cover letter with the same subject line and the documents I am sending with it as bullet points. I was wondering if I should attach that email with the documents too or just keep it as it is? with the cover letter my lawyer sent me to attach?

I also received such email to attach the email as cover letter and I did the same, I think you should follow the instruction told on the email.

you don't have to include the email as a cover letter, but you should/can include it as a reference from your cover letter that you are sending all this info based on this email's request...

your personal cover letter is a good thing to send, explaining what you are sending, how your relationship is going, sweetly telling them how you would like to be united with your partner soon enough, etc etc... get the drift...
